V e r m e r k On 5 December of the same year, Dr. H u p f a u r was appointed as representative of Reichsleiter Dr. Ley in the presence of the undersigned by the Secretary of State. The German working front would be happy to provide its rich experience from the other Reich region in an appropriate and inconspicuous manner. The political-psy-chologically very difficult and significant action of his respect can only be accompanied by success if the "human leadership" is given the necessary attention. It is, of course, outside in the Reich exclusively with the German working front; it itself is therefore incorporated into the staff spear and into the stick Sauckel. It is not sufficient, according to experience, to provide "on the part of the authority" with new wage-setting measures which, in the final result, lead to a reduction in the income of the majority of workers; rather, it is at the same time a wise psychological treatment of the workers in the individual enterprises. In the Protectorate, of course, this could not be done by the German Workers' Front, which should take account of the special state and political conditions. There is no doubt that an intervention by the trade unions as the support organisation of the work of the Protectorate cannot be avoided; however, it must be carried out in a very cautious form and under constant strict supervision by the security police bodies.
