- 17 - (18) The branches of the German People's List to be established by the lower administrative authorities are established in the districts of Bein Landrat, in the municipal districts of the Lord Mayor. A branch is composed of: (a) in Landkreisen 1) the Landrat, ( 2) the Kreisleiter and other persons designated by him, ( 3) a higher administrative officer attached to the Land Council, if such an official is not present, the person responsible for matters relating to the people, ( 4) the head of the security police and the 3D, ( 5) members of the former German ethnic group in Poland; (b) in municipal circles 1) the Mayor, (d) the Kreiseleiter, and other people designated by it, (e) the department of the municipal administration for matters concerning the peoples, (c) the chief of the Security Police and the SD, (f) the former members of German ethnic groups in Poland. The head of the lower administrative authority appoints the former People's Germans from Poland in sufficient numbers in consultation with a post designated by the Higher W and Police Chief. The branch decides on all individual cases occurring in its jurisdiction. The examination will be attended by the Landrat as chairman, the district head, three other members of the branch, including a representative of the head of the security police and the SD, and a former People's German from Poland. In all dubious cases in which neither the circuit leader nor a person designated by him participates, the branch shall give the circuit manager the opportunity to comment before the decision, in the appropriate application of the circular of 22 June 1939 (RMBliv.p.1337).
