Within the limits of its financial capacity, the Protectorate has to contribute considerably to the expenditure of the Reich. It also provides considerable expenditure for the special requirements of Germanism in the territory of the Protectorates. The Protectorate Administration is bound by the approved Finance Act. Proposals from individual groups to the Council for expenditure not included in the budget must therefore be submitted in the future.
