I do not deny that in the Protectorate difficulties arise in school relations for a transitional period in individual cases. They are present not only in the Protectorate, but also in the integrated areas, especially in the eastern regions, which not only affects the officials, employees and workers of the public service who are transferred to these areas, but to the same extent all other settlers from agriculture, industry, trade and commerce. All these settlers must be able to overcome the difficulties of the building. As far as additional expenditures in such construction conditions arise for the individual, they are generally taken into account by special measures. Thus, the civil servants etc. of the public service in the Protectorate receive protectorate allowance. School allowance is granted if there is no suitable general education at the place of residence of the official or at the home of the family. School is available and the child is therefore accommodated outside the parents' house. This condition is not fulfilled in the present case, because in X there is a German elementary school. I cannot acknowledge that the German primary school. in X for the visit of German children from the Old Reich should not be suitable and the visit to another German elementary school is necessary . in the Protectorate. The construction conditions to be drawn for a transitional period in consideration do not force to do so either. as well as the fact that a part of the people German children do not yet master the German language perfectly.
