5a (3) Insofar as the State Secretary, representing the Reich Protector, has to act on his own responsibility, the Reichsprotektor abstains from exercising his duties. III. The State Secretary receives instructions for the execution of his duties only from me and is directly responsible to me. IV. The Secretary of State is required to inform the Reichsprotektor about all important political matters of his business area. He represents the Reich's protector in his disability.
