Draft. Secret Chancellery Decree of the Führer on the exercise of the business of the President of the Reich in Bohemia and Moravia. From . . .. . . (1) The President of the Reich is my representative in the Protectorate in my capacity as head of the Empire. (2) As such, he is responsible in speciality: 1.) Confirmation of the members of the Government of the Protectorates. 2.) The appointment and dismissal of the German officials in the protectorate, as well as their transfer to retirement in accordance with my decree of 15 November 1940 (RGBI. I p. 1523). These powers shall be exercised on a proposal from the Secretary of State. II (1) The Secretary of State, as the general representative of the President of the Reich, is responsible for the independent management of the government activities which cover the interests of the Republic in the Protectorate with the tasks and powers conferred on the President by my decree of 16 March 1939 and the otherwise relevant provisions. 2. Such government activities shall include legislation, including measures to be taken in the exercise of organisational power.
