Explanations The secret decree constitutes an internal order of service. The institution of the Reichsprotektor remains unaffected. Consequently, no amendment to the Führer's Decree of 16.3.39, the regulation of 22.3.39 (RGBl. I p.539) or the constitution of the VO of 1.9.39 (rGBl, I p 1681). The decree is addressed to Reichsprotektor and State Secretary in person. Publication is omitted. However, it is essential - in particular to strengthen the authority of the State Secretary - to announce to the senior officials and advisers of the Reichsprotektor's authority and to the heads of the relevant German authorities and departments in the Protectorate (authorities, representatives of the Foreign Office, President of the Higher Regional Court and Attorney General, Chief Finance President, etc.). In addition, announcement to Supreme Reich authorities and party chancellor is recommended.
