As the Reichsprotektor in Bohemia and Moravia informed me after the publication of my above-mentioned round call, the rich German services in the areas adjacent to the Protectorate are becoming more and more concerned with the handling of matters of service in personal negotiations directly with the neighbouring protectorate authorities, without any prior contact with the responsible German Oberlandrat. Such a procedure is undesirable for the reasons already shared in my circular of January 3, 1940 - I BM 1819/39 - 2003 - and July 20, 1939 - IBM 933/39 - 2003. I should therefore like to ask the services and the public and semi-public associations in the areas adjacent to the Protectorate to take contact with the competent German Oberlandrat and the Reichsprotektor in Bohemia and Moravia during any necessary meetings with protectorate authorities.
