At the moment negotiations are still pending on the takeover of volunteers from the government force of the Pro- tectorate, which would greatly facilitate the establishment of the Pol.-Batle. The decision has not yet been made. The aim of the above reforms is to turn the "Uniformed Protector Police" into a corps with as much speed as possible, which under German leadership and with as many German officers as possible is available, reliable and operational for the fulfilment of all German tasks and which can later be transferred to the German Ordnungspolizei if it is racially and otherwise appropriate. 1.) Previous state: The activity of the "non-uniformed protectorate police" is almost limited to criminal police activities as a result of the taking over of the entire state police activity into the rich's own administration. For these there are currently 30 senior, 33 middle officials and 1658 men available. They are assigned to the so-called government police authorities in Prague, Pilsen, Budweis, Königgraetz, Kladno, Brno, Moravian Ostrava, Olmütz and Iglau and are grouped there into criminal divisions. The activity of the criminal departments extends only to the area of the government police authority, that is the respective urban area. On the flat land, the criminal police activity will be seen by the gendarmerie, which can be described as well-trained and usable in relation to the government criminal police. The state of the government criminal police at the time of the takeover must be described as not very powerful, poorly trained and equipped with an obsolete institution, with some progress already being made compared to the date of incorporation of the protectorate. By doing so, for the entire German population, as well as for crimes in which Germans are harmed, and by continuing to condemn all criminal offences and political crimes.
