This report should be limited to the basic principle, unless special procedures make it necessary to go into details, and I would ask you to send me the report for submission to the Führer in such a way that it is in my hands on the last month of the month following the report. I note here that these reports should in principle not be brought to the attention of other departments (also the supreme Reich authorities) according to the explicit order of the Führer. If this is exceptionally desirable in individual cases, a corresponding information to the highest Reich authorities will be given by me on behalf of theFührer, e.g. Dr. Lammers.
