On 23 July, I briefly explained the reasons for converting Group I/lo into a real department and for extending it to include the German speakers of the Ministry of Education. They ordered a direct written explanation of the arguments put forward. I. 1.) The tasks of the group -school, popular education, the handling of Czech universities and cultural institutions, which are of particular importance in the Protectorate for reasons of national policy, and the scope of their business activities justify their equality with the other departments. In the Reich, these tasks are supervised by two independent Reich ministries (Ministries of Education and the Church). In the General Government, the task of the group without the cult is organized in its own department "Science and Education". 2.) After being incorporated into the autonomous administration, the units in which the Ministry's group corresponds must appear to be less valued than those in which a division corresponds to it. Therefore, it is not sufficient to make the group into an independent group; it must already have abbey status. 3.) Above all, the current state of schooling for the group officers means a gross disproportion between their tasks and their promotion possibilities. The speakers, who have been appointed as section heads to the Ministry, have to perform tasks which go far beyond the tasks of a director in the Reich. For example, in the Karlovy Vary district there are two school divisions with one director each (Dept. IIa for primary and secondary schools, Dpt. IIb for secondary schools). It does not need to be said that the functions of the heads of Sections I (principal and primary schools) and II (higher schools/middle schools) in the Ministry of Education are taken into account in the problems of national policy and
