10a of the district school inspectors contradicts the idea of the single management of the administration in a certain area. It no longer has any justification in the National Socialist state. The state schools councils are integrated into the state authorities as departments or main departments, the district schools councils will be attached to the district heads (model: the sudetendeutsche Sehulamt). All other school administration offices (school committees) can then disappear. This results in a clear reduction of the school administration from bottom to top: District Governor - District School Inspector State Authority - School Department Protectorate Government - School Ministry. 4. The principle that school departments should be genuine administrative authorities requires the radical transfer of administrative tasks from the Ministry of Education to school departments and from there to district school inspectors. Today it is the case that the state school councils have a very small degree of autonomy in the field of educational matters, and no autonomy in administrative matters. For example, small and medium-sized enterprises are still centrally managed, resulting in a tremendous increase in the number of jobs, and the design of school departments to be effectively managed will make the work much easier, as many files are saved. The machinery of the Ministry of Education will be reduced without the need to significantly increase school departments, because work will no longer have to be carried out twice and three times in the future. The following measures shall be implemented: (a) the numerous primary schools in the direct administration of the school administration, in which the Ministry of Education is the first and final authority, while the national school councils are at best only transit points, shall be transferred to the school departments for administration. They look after them as well as the other elementary schools, whereby the individual work has to be transferred later to the school office.Department I 5 of the Ministry of Education, which manages these schools, is dissolved without the need for an increase in the state school councils. (b) In vocational and agricultural education, which is now fully administered in the first and last instance by the Ministry of Education, the responsibility of the school departments of the national authorities must also be established.
