The fact that this monitoring is necessary shows, for example, the frequent necessary corrections of recruitment and promotion proposals for German forces. For example, only recently a group assigned to the Protectorate Administration has agreed to a German assessment of the admission to the protectorate service as a supreme sectional council, whereas then the Reich Minister of the Interior took a decisive position, because the Reich principles were not considered. Furthermore, in the recent implementation of the decree on the membership of the lodges, it had to be made clear that the German authorities in particular had to apply for exceptions to a degree which a Czech authority had in mind. Similar things can be expected again with the imminent conduct of the mixed-lings regulation. The wishes expressed in the memo of the German section heads of the Ministry of Education and Culture go further than the abolition of the recruitment and promotion ban for the Ministry for Education and People's Culture and the other solution of this ministry from the supervision of the Reich Protector in personnel matters. Apart from the fundamental concerns already stated above against such a special position, such a solution would also entail an amendment of the Reg.Vdg.379/38 and the mining regulation of the Reichsprotector, which is hardly acceptable and feasible. Politically, too, such a probe can be used: Ministry with a Czech minister does not and what the German section heads would have to become in the school minis would, of course, also require all other heads of government and with even more right the German B of the Protectorate Administration for themselves.
