By decree of December 1, 1939, G.Z. 30826-1939-Abt.1., the Land President appointed the Chairman of the Administrative Commission, on the instructions of the Reichsprotektor, acting under the title of "Primator", as Director-General, and the Deputy Chairman, Prof. Dr. Pfitzner, as Deputy Representative of the Primator. It was decided that, in matters on which the primator alone decides, the co-signation of his deputy is necessary; in cases where an agreement is not reached between the primate and his deputy, the president of the national authority is to be mediated. The previous administrative committee remained the advisory body of the government commissioner. Thus, the representation and decision-making authority passed from the collegial decision-taking body to the personally responsible primator, whose resolutions, however, depend on the approval of his permanent representative. A large number of commissions represented the municipal council in the exercise of oversight over the management of the municipal organs. They are now in the form of advisory councils for individual regions after staffing changes. III. Up to now, the town council has been set up. The structure of the city administration was designed in the event of a change, taking into account the changes set out in Section II, in the following way: a. the primator, b. the primetor representative,
