Since the CZ, as the Head of Civil Administration, must be fully informed of the activities of each ministerial delegation, etc., it is necessary to first direct all matters affecting the civil administration to the office of the Caz for registration. If this is not possible because of the urgency of the matter, a corresponding technical note must be sent to the office of the CDZ after registration. The entrances are sent to offices of the individual ministerial assignments from the office.
