In August 1944, the following decree was issued by our Minister of State: "Today is the first anniversary of the creation of the German Ministry of State for Bohemia and Moravia by decree of the Führer. A year of restless work has proved that despite all the war-related difficulties in the administration of the provinces of Bohemia and Moravia, the German Ministry of State has fulfilled its tasks for the best of the empire. I thank the entire following for the work done and express the expectation that in the coming days and weeks of the decision every operator will fulfil his duty under the strain of all forces and in an exemplary attitude until the final victory."The beginning of the second year of the German State Ministry for Bohemia and Moravia is now under the sign of total war. It is self-evident that he has grasped our closer homeland, the protectorate, just as the rest of the empire. The problems here were perhaps even more difficult than otherwise; for it was necessary to include a foreign people, whose inner attitude is quite different from ours. It is undeniable that all the measures have been carried out smoothly so far that our leadership is worthy of it. Even in the Protectorate, the total use of war has changed the face of everyday life. In the internal administration, a whole series of branches have been shut down, starting with the principle that only that which is immediately important for the war will be dealt with. In the field of autonomous justice, the limits on the competence of the district courts and the revisions have been increased, and the closure of a number of courts and TYs have taken place, the importance of which is that the courts are able to defer the disputes unless it is urgent. The procedure itself was also the occupation of the civil and criminal courts In the school system, language and trade schools as well as specialist schools were simplified.
