A year of restless work has proved that despite all the war-related difficulties in the administration of the provinces of Bohemia and Moravia, the German Ministry of State has fulfilled its tasks for the best of the empire. I thank the entire team for the work done and express the expectation that in the coming days and weeks of the decision every operator will fulfil his duty under the strain of all forces and in exemplary attitude until the final victory." The beginning of the second year of the German State Ministry for Bohemia and Moravia is now marked by the total use of war. It is self-evident that he has grasped our closer homeland, the protectorate, just as the rest of the empire. The problems here were perhaps even more difficult than otherwise; for it was necessary to include a foreign people, whose inner attitude is quite different from ours. It is undeniable that all the measures have been carried out smoothly so far that our leadership is worthy of it. Even in the Protectorate, the total use of war has changed the face of everyday life. In the internal administration, a whole series of branches have been shut down, starting with the principle that only that which is immediately important for the war will be dealt with. In the area of autonomous justice, the limits on the competence of the District Courts and the revisions have been increased. Furthermore, a number of courts and the Patent Office in Prague have been closed. Of particular importance is the fact that the courts can defer the processing of civil disputes in so far as their execution during the war is not urgent. Also the procedure itself has been simplified, in particular the occupation of civil and criminal courts has been changed, among other things d in the school system made simplifications in the classroom. Music schools, private language schools, commercial schools and technical schools, as far as they are not suitable for war purposes.
