English Translation

-3- If it appears that the exercise of the sovereignty conferred on the Protectorate Government does not correspond to German interests, the Reichsprotektor or the Federal Court of Justice shall be responsible for the performance of its duties. The following possibilities are open to the Reich government: aa) the Reichsprotector: he can file an objection and thus prevent the execution of the planned measure; he can alter the autonomous law; he may, by means of the police regulation, set new law; in case of danger, he can enact legislation of any kind. bb) of the Reich government: it may adopt legislation valid for the Protectorate; it may take over the administration of the Protectorates into its own administration. II. President Dr. Hacha. The powers granted to the President of the Protectorate within the limits of the autonomy granted to it by the Protectorates derive from the former Czech constitution, which does not necessarily correspond to the meaning of the Empire itself.
