In the general employment action, the authorities themselves and their staff are involved in the execution of the war tasks of the economy and armaments. Here, however, the authority releases for them not fully usable forces for the service obligation in the ordinary procedure by the employment offices. Thus, even if this makes circumstances and in particular their age justifiable to the linguistically inadequate officials, it is possible to proceed at the same time with retirement according to the Regvo 42o/42. Thus, the advantages of the employees who are obliged to perform their duties in a normal way are waived. The officials coming to Prague must be opened up 'to demonstrate their inability to pursue the profession of civil servant by failing to pass the re-examination exams and, therefore, to be made available to the employment offices with regard to the labour market situation which requires the use of any unnecessary drug. It is important to inform the retired officials that they have to place more qualified young people and that the authority is obliged to give up their services.
