69 2.2.3.3 The standardization of local and regional authorities Similarly, as in the case of the Protectorate Government, the standardisation of the local authorities of the autonomous administration was subject to strict Nazi supervision. The regulation of 1 September 1939 on the construction of the administration and the German security police, which entrusted it to the Oberlandrats, had become the basis for this procedure. In the course of time, a significant change was taking place in the standard of autonomous bodies both at the centre and at regional level. Until now, except for the individual protectorate ministries, the creation of law was supervised by the occupying authorities from outside. External control was gradually replaced by internal control, which enabled Germans to monitor the whole normalization process. This trend culminated in the implementation of Heydrich's administrative reform, which brought about a perfect transition of autonomous authorities by German forces and thus ensured a direct impact on the performance of their agenda. This passage by the autonomous authorities of Germans and internal control of the activities of the autonomous bodies has already borne the uncovered features of anexus and the ongoing Germanisation of Bohemia and Moravia. The authorities could also, on the basis of the government regulation No.51/1944 Coll. on the administrative administration of municipalities from 26.2. appoint a decree declared in the Official Letter to the municipalities above 15,000, exceptionally already over 3,000 inhabitants of the Mayor of Officials (in the cities of the mayor of the upper mayor), which, as a senior official, exercised the authority of the existing authorities of the municipalities for full and exclusive responsibility.
