In addition, the legislative work of the various authorities was to a much broader extent committed against the previous state, especially concerning ministries and the Land Office controlled by the Germans, who participated significantly in the lobbyist policy of the Nazis. At the same time, the regulations adopted by the government and the authorities could also derogate the older regulations of the higher order. (147) Other fundamental changes in autonomous standardization brought about the beginning of Heydrich's administrative reform in the winter months of 1942. The government was abolished as a collective body and thus its competence was liquidated by the normalizing. (148) The Government Decree was to be passed and signed by the Prime Minister and the ministers responsible for their implementation, while the rights of the State President remained unaffected. This meant that this kind of legislation, for which it should otherwise have been, should continue to apply the provisions applicable to the laws, created with the consent of the State President and the same expression of the will of the Prime Minister and the ministerial ministers, and had to bear the signatures of all these three factors.
