64 Frank published his decrees and decrees in the bilingual Bulletin of the German State Minister's Order (Verordnungsblatt des deutschen Staatsministers für Böhmen und Mähren-VoBlstM). This collection under the changed name directly followed the previous Journal of the Reich Protector's Decree. 2.2.2.3 The regulations of the Supreme Councils (Oberlandrat) The other Reichs in the Protectorate, which were endowed with normalising powers, were divided into two groups. And others, which were entitled to do so only in their territory, of which were the most important Oberlandrats, as a lower degree of Reichs General Internal Administration. (138) Oberlandráty, as an unit of German administration, worked in the territory of the Protectorate from the first days of the occupation, and they were also entrusted with the application of the Reich Protector's regulations in this respect (e.g. in the regulation of 21. June 1939 on Jewish property), however, their status was officially regulated by the decree of the Reich authorities of 1 September 1939 on the construction of the administration and the German security police in the Protectorate (Aufbauverordnung)(139), which explicitly placed the entire autonomous administration under the supervision of the Imperial Protector, officially confirmed the institution of the Oberlandrats and consistently introduced the preliminary approval of all administrative provisions of the autonomous protectorate administration by the imperial and occupying authorities. At the head of the Oberlandratu was the Supreme Earth Council, to which the Reich authorities operating in the territory of the Protectorate of Bohemia and Moravia were subject in its territory, but not German defence power and German courts, he was commanded by an imperial protector who could reserve any question for his decision. As was the case with the Protectorate Government, the standardization of local authorities of autonomous administration was subject to strict Nazi supervision, in this respect the amount of cit. regulation from 1 September.1939 to Oberlandrati in their territory was essentially the same means as the Reich Protector had against the central authorities.
