(128) The Protectorate was also affected by the Decree of the Ministerial Council for the Defence of the Empire of 1.9.1939, according to which the Reich's Minister of Justice was entitled to establish and abolish courts, to translate the offices of these authorities and to change their districts, and also to order judges to engage in various activities in both proper and special courts, within the scope of the entire Reichs' judicial administration, including the protectorate. (129) 2.1.4 The Reich Ministers' Regulation was also important for the Protectorate. However, their extradition could only take place on the basis of the authorisation contained in the law, Hitler's regulation or decree, and within it, if it should have touched the Protectorate, only in agreement with the Reich Protector, and in addition for the necessary coordination and identification of the unity of political will with the central place (Zentralstelle beim Reichsministerium des Innern), operating for the protectorate since March 1939 in the Imperial Ministry of the Interior. (130) It was the normalisation of the activities of the Reich Interior Minister that was particularly important for the Protectorate, since in Article 13 of the Decree of 16 March 1939 he was empowered to issue the laws, regulations and administrative provisions necessary to supplement and implement this decree in agreement with the participating ministers. 1944 on total wartime deployment, which, among other things, stipulated that the legislation and essential measures of the highest Reichs will be issued in agreement with the Reich Minister and the head of the Reims Office, the Head of the Party's Office and the Deputy-General for Reich Administration (131).
