(93) Total War Measures (Totalkrieg), announced by the head of Nazi propaganda by J. Goebbels during his speech in the Berlin Sports Palace on 18 February 1943 (94), could not also affect the protectorate. Here, the main part of responsibility for the implementation of its objectives was entrusted to Frank and his State Ministry. In the internal structure of this institution, unitedly guided by the leadership of power, concentrated in addition to the exercise of supervision only in the performance of its own imperial tasks, were merged all of the considerations of the incoming ministries. (95) Besides the economy, the total war also had to adapt to the system of protectorate administration. This process took the form of the removal of central offices and the overall simplification of its organization and performance. From 1 October 1944 it was introduced by Government Decree No. 210/1944 Coll. of 11 September fundamentally one-instance administrative proceedings. (96) As a result of the general retreat of the Nazi armies in the east, the front line approached the protectorate so much that its entire territory was in late summer. 1944 declared operational zone (Operationsgebiet). (97) This situation naturally created completely new problems that had to be solved, and at the same time with changes in leadership restored some older power disputes. Serious difficulties on the part of the Germans in the Protectorate caused mainly the expansion of the guerrilla movement, which occurred in connection with the outbreak of the Slovak National Uprising. The procedure in the fight against the guerrillas followed the order of service to fight the band and Frank's order to take fire position and order to fire (Feuerschutzstellung und Schiessbefehl) from July 1944. (98) This match was conducted by all means from the German side. After the capture, the guers were considered bandits and mostly shot on site. The settlements and settlements, which served as a partisan refuge, were usually burned. (99) The cruelty of these methods increased even after parts of the Protectorate became a combat zone in which the decision-making took over the headquarters of military groups. Since February 1945, parts of protectorate gradually became a fighting territory (Kampfgebiet). Their boundary with regard to the queue procedure was determined by the commander of the relevant military group after prior agreement with Frank.
