All written agendas external and internal, regardless of government resolutions of July 1939 introduced bilinguality in the office with the advantage of German and its exclusive use in contact with the Czech authorities with the occupations, were German only. If the German was not the head of the office, the Oberlandrati sought to be at least his representative. The autonomous administration was involved in the construction of a so-called controlled war economy as part of German plans to create a "economic large space" (Grossraumwirtschaft). Its position was therefore subordinate to the Reich interests and institutionally central Reichs (mainly to the four-year plan, to the Imperial Ministry of Economy and Finance) and to their agents, virtually to the agents (for currency management, foreign exchange, foreign trade, railways and post offices). (53) The territorial government at all stages has become a virtually illusional term in this period. The embassies were dissolved or lost in many places in favour of designated executives. (54) In less than three years, German officials penetrated all important positions of autonomous administration. The Czech authorities were forced to handle at least part of their agenda according to German regulations and their organization was gradually adapted to the administration of the occupation, the dominant language became German for them. The "Czech" attribute was to disappear from the office language. (55) The Reichs and institutions established for the German population were appointed by the Reich Protector's two-language Bulletin and other normative acts, exclusively German in internal and external relations. Since January 1941, there has been an official provision that everyone has the right to use the German language against it. (56)
