More detailed rules regulating the ratio of the Reich Protector and the Berlin headquarters contained directives only shortly. (48) Only in agreement with the Reim Protector could the Remier Minister issue regulations concerning the Protectorate. All important measures had to ensure that the participation of the Chinese exporting producers in order to apply their specific wishes to the region entrusted to it had to be ensured. If, for any reason, Hitler himself had not been able to reach agreement, he should have decided. The Reich Protector was bound by regulations, directives and general orders of the Reichs field ministers. Also within the protectorate borders, the status of Reich protector was exclusive, i.e. it was not restricted by other bodies of the Empire, the less autonomous institutions. Its position in this area was defined by the above-mentioned Reich Regulation of 1 September 1939. It was said that the Reich's PRC is subject to all the offices, service offices and bodies of the Empire in the Protectorate. The Reich Protector's Office should have been responsible for all sectors of the Imperial Administration with the exception of military power. Berlin headquarters were not allowed to broadcast their representatives directly to the Protectorate Offices. Reichs could only be assigned in accordance with the central office of the Reich Ministry of the Interior.
