Stages of the development of two-track public administration and legal dualism in the Protectorate, depending on the transformations of occupation policy The Protectorates worked on the basis of Hitler's decree of 16. March 1939 on the establishment of the Protectorate of Bohemia and Moravia, the authorities of autonomous (autonomous administration) and its superior bodies of the Reich, while the status of autonomous bodies was regulated only by the imperial regulations, but in fact they functioned mainly according to Czech law. In addition to numerous standards, the activities of the autonomous authorities were regulated by the immediate orders of the German authorities, which viewed these authorities as the transfer leverage of their policy. The organizational provision of this policy was established at the Ministry of the Interior in Berlin, which coordinated the measures of the Reich authorities against the Protectorate (Zentralstelle beim Reichsministerium des Innern).
