18 Only after the victory over France in the summer of 1940 did the Nazis consider themselves strong enough to deal with the Czech problem comprehensively and completely without scruples. International considerations were long gone and with them the former considerations of the beginning of the occupation of the Central European space by international agreement. In such an atmosphere, two memoranda of this issue arise in the late summer months of 1940: the distingenated "diplomata" of Neuratha and SS-Obergruppenführer Frank. (18) Their starting points were essentially the same: the complete Germanisation of space and people quite simply, when Neurath talks about "exorcism" (Abstossen) of uncomfortable parts of the population and Frank about special treatment" (Sonderbehandlung) (19) for layers of intelligence of the enemy empire.
