This decision was binding on the courts and administrative authorities. All the agenda, very expensive, related to the publication of workbooks, was entrusted to sickness insurance companies, which were obliged to have an exact "card card" about the workers to whom the books were issued and had to allow the authorities to consult this register. Personal sheets on which workbooks were published were both formally prescribed by the MSZS Decree No. 291/1941 Coll. on the publishing of workbooks from 25.7. (Sb.z. a n., p.1443-44) The extent of the form, including personal, professional and professional data and the current working conditions, enabled the employment authorities to obtain accurate information about each registered person. In March 1945, the Ministry of Economic Affairs and Labour issued Decree No.32/1945 Coll. of March 7, amending and supplementing the Decree of the Minister for Social and Health Administration of 25 July 1941, Coll. 291, on the issue of work books, according to which employers were obliged to confirm the duration and termination of employment in the next workbooks (as previously introduced in Germany). In both cases, the minutes should contain a number of data, in particular accurate data on the type of employment, always after three months. The statute of the workbook was strengthened by the fact that it was considered to be a public document and related sanctions for its alteration or counterfeiting. Persons who did not have it could not be employed or accepted by any employee activity. Violation of duties relating to workbooks could be punishable by free sentences within 6 months and by fines of up to 20,000 or 50 000 K, which could be imposed by the district authorities, unless the offence was more strictly criminal under other criminal laws. In summary, workbooks have become an organized tool not only in the field of labour management, without which forced labour could not be developed subsequently, but also in the area of police repression, as the system of workbooks provided an important information base for the targeting of police actions.
