I only declare my consent to such simplification measures, which lead to immediate significant achievements and are therefore justified as measures of war. 4.) General instructions and circulars to the subordinate authorities must be restricted as far as possible. The external authorities of the administration, as I know from numerous reports, are no longer in a position to deal with the flood of paper that is breaking upon them. The General Inspector of the Administration, to whom all decrees have to be sent according to the existing orders, is responsible for submitting to me at the end of each month on the instructions issued by the individual branches of administration. I will then determine myself whether the principles set out have been taken into account. 5.) With all due emphasis on the shortage of staff, it must be demanded that - with the adoption of autonomous administrative operations in its own way - the final conclusion is now reached. The tendency to do things by itself, instead of providing the Czech workers with scarce work instructions, can only lead to the burden of work being misplaced, and the German leadership becoming an administration which is fictitious in brief. Where appropriate, it is necessary to leave the decision to the autonomous departments in appropriate areas of work under the directives, in addition to substantive processing, under the threat of severe penalties in the event of withdrawal from the Directives, 6.) The inspections of subordinate departments have again adopted a scale which is in no way justified. It is unacceptable that a district should be inspected three times in a week by various departments, and that the order to minimize inspections and missions should be re-emphasised. In order to avoid the accumulation of visits to individual departments and, if necessary, to gather necessary visits, the competent Oberlandraten must not be consulted beforehand in accordance with the instructions already given. 7.)
