The working method must be adapted according to form and content, without bureaucratic inhibitions, to the requirements of war. In any case, the question of the importance of war and imperative necessity must be posed and the sharpest yardstick must be set. I reserve the right to call for further restrictions and to classify restricted areas of responsibility among the excluded. III. When carrying out these orders, the following must be observed: 1.) If, for reasons of war, planning, laws and regulations or new or reorganizations are necessary - even if they are not explicitly mentioned in the compilation - then my decision must be sought before the preparatory work is initiated in each individual case. If the war-important measures are expressly excluded for the tasks described as missing, my consent is not required in individual cases, except for basic measures. 2.) All agents are and remain responsible to their departmental and departmental heads and to me for keeping the Führer's Decree and its implementing provisions, as well as for my present orders. I do not have to relinquish this responsibility, expressly apart from the use of a general representative to check the importance of the war of the administrative tasks still carried out.
