Copy of Rk._4l3 C Decree of the Führer on the comprehensive use of men and women for tasks of the Reichsdefense. From 13 January 1943. The total war presents us with tasks that must be immediately queried in the interest of a victorious peace as soon as possible. Their solution is of war- deciding importance. To take all appropriate measures for this is the commandment of the hour. The need for forces for tasks of the Reich's defense makes it necessary to capture all men and women whose labor power is not or is not fully exploited for these purposes and to use them accordingly. The goal is to free the men capable of fighting for the front. To this end, exchanges must be made in such a way as to replace forces which are suitable for the Wehrmacht and the armaments industry by other forces which have already been used in the rest of the economy or which have not yet been used. The Chief of the High Command of the Wehrmacht has to order that all Uk. positions should be re-examined and in all cases abolished in which this is possible without endangering the other important tasks of war. II. In order to achieve the stated goal, all departments of the State and the Party have to cooperate in their field. Unless the Reichsmarschall as commander-in-chief of the Luftwaffe or as commissioner for the four-year plan gives general orders within its areas of responsibility, which regulate the extensive use of men and women for tasks of the Reich defence, the Supreme Reich authorities and their guidelines - shall take all necessary measures for their districts, in order to enable the use of women and men whose labor power is inadequate for the warfare, the war economy, the securing of the vital needs or for other tasks of Reich defense.
