Therefore, they may dispose of measures which, in accordance with the applicable law, would have to be taken in the course of law or regulation, if appropriate, by administrative order. If such orders are made, the participation of the participating Supreme Reich Authority must be ensured, if the Supreme Reich Authorities want to deviate from conflicting legal norms in their actions, they must first show this to the Reich Minister and Che.f of the Reich Chancellery. Vo The Reich Defense Commissioners have the task on personnel matters. In their districts, to ensure the war-related redeployment ordered by the decree of the Führer of 13 January 1943 according to the guidelines of the Supreme Reich authorities and to ensure that all important tasks in the home country are carried out. With regard to the surrender of powers from the administration, the Reichsdefense Commissars shall ensure that the appeal of the individual administrative departments is voted against, taking into account the importance of war in their tasks, as far as possible. In addition, to the extent that this is necessary as a result of the withdrawal of staff, they have to work with the competent services of the intermediate level to ensure a balance between the various administrative departments. In so far as these measures release officials in the individual districts who are not eligible for military service, they shall be appointed to the General Plenipotentiary for the Administration of the Reich, which shall have their duties in consultation with the competent Supreme Reich authorities. Employees and workers who are expended in the administration must be notified to the employment offices. VI In order to carry out the tasks assigned to them in the area of administration, the Reich Defence Commission uses the executive authorities assigned to it by the decree on the Reich Defense Commission of November 1, 1942.
