II. When examining whether administrative tasks or work carried out at the initiative of public services are important for the war and therefore must be continued, the strictest standard must be established. If tasks or works are subsequently found to be non-warrantial, their implementation must be terminated. This applies especially to construction work_of all kinds and preparations and plans for future peace tasks. In so far as administrative tasks are based on law or regulation or orders of supreme Reich authorities, they shall decide exclusively within their competence on the cessation of work in these fields and on the total or partial closure of departments, organizations or bodies. If the tasks are based on orders from Prussian or Bavarian supreme state authorities, the decision shall lie with them or with the Supreme Reich authorities. Tasks whose execution has been suspended in an administration shall not be resumed by any other administration, including any other purpose. III. Organisational measures which affect the administrative structure as such, even if only for a temporary period, are reserved for the Supreme Reich authorities. In so far as such measures concern the state or local administrative structure, they must be notified before their execution to the Reich Minister and head of the Reich Chancellery, accompanied by the opinion of the General Plenipotentiary for the Reich Administration and the Head of the Party Chancelleries. The establishment of new departments is in principle inadmissible. Should such an establishment become necessary from imperative needs of war, it shall in any case require the approval of the committee set up in Section IV of the Führer's Decree of 13 January 1943. The approval is not required if measures are to be taken to implement the decree on the Reichsdefense Commissars and the unification of the economic administration of 16 November 1942. IV.
