Following my circular from January 1, 1943 - Rk. 413 C -. In order to explain and implement the Führer's decree on the extensive use of men and women for the tasks of the Reichsdefense dated January 3, 1943, I note the following for the area of civil administration in agreement with the head of the Party Chancellery and the chief of the High Command of the Wehrmacht: I. The aim of the measures ordered by the Führer is to use the younger fully qualified men on the front, the older and less war-usable for war tasks behind the front and in the home country and to place every man and woman in the place where they find the most appropriate use according to ability and knowledge. The task of the Supreme Reich Authorities and - according to their directives - of the Reich Defence Commissioners is to take immediately all measures which ensure the greatest possible exemption of forces, primarily for warfare, then for war management, the safeguarding of vital needs and for other tasks of Reich defence. At the same time, the Supreme Reich Authorities should establish principles for the administration of those skilled workers who are indispensable for the implementation of their war-related tasks. The Supreme Reich authorities must give the Reich Defence Commissioners the necessary guidelines and the orderly services of their business with the necessary requirements.
