In the case of measures to be ordered by the Supreme Reich authorities, they may derogate from the provisions of the law to which they are subject. It is the duty of the Supreme Reich authorities and the Reich Defence Commissioners not to place all work within the individual branches of the administration in accordance with this mandate and, where appropriate, to close down departments, organizations or institutions. The measures ordered in my decree on the further simplification of the administration of 25 January 1942 (circular letter from the Reich Minister and head of the Reich Chancellery dated 25 January, 1942 - Rk.1028 B-) are to be implemented to an increased extent; preparations and plans for future peace tasks, which should in principle be postponed after this decree, must now be completely terminated. The release of workers and employees is carried out in agreement with the services of the General Plenipotentiary for the labour operation, which must ensure an accelerated use of the forces. Also in the NSDAP, its divisions and in the affiliated associations, all forces which are not required for war-related purposes must be freed for this purpose. The necessary orders are given by the head of the Party Chancellery. III. The following urgent measures for the use of workers must be taken immediately and carried out within a very short period of time: 1) The authorized general for the work shall arrange that persons not yet covered for the employment, namely men of the age of 16. Until the age of 65, women from 17 to 50 years of age have to be reported.
