3a _2_ are deprived of any review by administrative authorities and courts of the Protectorate. This legal status will still be clarified by a decree. Within the framework of the empire, the protectorate has remained autonomous under state law. The protectorate is an original creation. It does not fall under one of the traditional concepts of state law such as state or country. It cannot therefore be filled with content from one of these terms either. The nature of the Protectorate results exclusively from the decree of the leader of the l6th March l939 and the implementing provisions issued and adopted, the head of the protectorate continues to hold the title "President of the State", the protectorates also retain their own government, which can also be based on democratic-parliamentary basis; there is no interest in the unification of the Czech people in a single party and in the abolition of the parliamentary-democratic system.
