3a _2_ are deprived of any review by administrative authorities and courts of the Protectorate. This legal status will still be clarified by a decree. Within the framework of the empire, the protectorate has remained autonomous under state law. The protectorate is an original creation. It does not fall under one of the traditional concepts of state law such as state or country. It cannot therefore be filled with content from one of these terms either. The nature of the Protectorate results exclusively from the decree of the leader of the l6th March l939 and the implementing provisions issued and adopted, the head of the protectorate continues to hold the title "President of the State", the protectorates also retain their own government, which can also be based on democratic-parliamentary basis; there is no interest in the unification of the Czech people in a single party and in the abolition of the parliamentary-democratic system. The Czech fascists, too, are to be treated primarily as Czechs and as such. In particular, the Protectorate has the right of autonomy, i.e. the power to establish its own right in all areas of law which are not directly administered by the Reich, and to organise the life of the Czech people in its own administration. According to the Führer's will, it corresponds to the sense of setting up the autonomous protectorate if the empire of its powers for the taking over of individual administrative branches and for the regulation of individual Prague by law regulations makes use only to the extent strictly necessary in the interests of the Reich. Thus, it is in contrast to the backward links. In the case of the East and the Sudeten German territories, it is not necessary to introduce, to a large extent, Reichsrecht in Bohemia and Moravia, but rather to bring the self-government of the protectorate into line with the general interests of the Reich by means of appropriate measures, in particular through the clear and effective control by the Reichsprotector, and to coordinate particularly rich areas with the Reich law regulations.
