General Officer for Central Administration of Prague, 27 January 1944. Subject: Ranked treatment of the Oberlandrats - Inspek- expensive of the German Minister of State for Bohemia and Moravia.. 1.)Note: I have spoken orally about the draft with the head of the party liaison office and the chief of the staff of the Wehrmacht authorized. General Ziervogel has agreed, Pg.Schulte-Schomburg has the following wishes: 1) The decree is to be extended to a basic regulation also for the autonomous administration, since the relationship between district head and district head also needs the regulation. I have reservations about this, since the matter would be complicated and the present decree does not want to deal with the general ceremonial position, but the official position of the Oberlandrats. 2) The situation in Brno would have to be clarified clearly. The party, as a top state representative, could only recognise one, i.e. either the Ober- Landrat or the Landesvizepräsident. So both the Party and the Wehrmacht would have to know in general who to treat as top state representatives. This view seems to me to be justified. By the deletion made by the Minister of State in the draft, this question is actually clarified. After all, from my knowledge of the situation in Brno, I believe I can claim that this regulation will lead to friction in Brno. 3) The head of the party liaison office asked to hand over the draft before it expired so that he could reach agreement with the Gauleiter jury. I did not, with the hint; that because of the extension of the draft to the district heads I have to consult again. b.w.
