The present absence of the Under State Secretary is only temporary in nature. It is not a question of placing this temporary vacancy on the provisional end of the structure of the authority of the Reich Protector. I would also like to point out that achieving a uniform and purposeful direction of administrative management is the chief task of the newly created Oberlandrite - Inspectors of the Reich Protector - and the Inspector General of Administration. Through this multiple assurance, the risk of fragmentation of the Reichsprotektor authority by a separate departmental policy of the individual departments, as shown in the letters there, should have been adequately met. In addition to this, the fact that the State Secretary and group leaders did not always help in practice has been rather delaying in the specific fields (justice, schooling, finance, etc.) to which the heads of departments were not so connected even after their previous careers. Here, the direct presentation of the section (future head of department) to the Under-Secretary and State Secretary is preferable.
