24a - 2 - "The Reichsprotektor determines the internal structure of its authority in agreement with the Reich Ministry of the Interior as the central office for Bohemia and Moravia." This structure has proved itself so far to a large extent, although it is admitted that at least in Divisions I and III, in part also in Division II, non-essential areas of responsibility are grouped together=. I am thinking of Department I in particular of the Judiciary Group, whose remit is doubtless not part of the general internal administration, and of Division III of the Post Group, which does not ressort from the Reichsverkehrsministe= rium in Berlin's Reichsstelle. The summary of the administration under the sub= secretary of state made the so far structure the= sem wortlich compared to only the few department heads verant= responsible. The certainly existing beauty error was partly compensated again by the tighter organization and the greater impact caused by the dadruch. The tendency of one group, which was least latent Archl, to carry out its interests independently of the tasks of the other groups, was inhibited by the connection to other groups in the compilation in the departments. Therefore, at least according to the local feeling, 09260 appeared to be a better organization than e.g. the Governor-General in Krakow, where a large number of groups - called divisions there - were directly divided under the Secretary of State without any further summary. On this view always expressed here, the concerns which the Under-Secretary of State believed to have to be asserted against the reorganization of the authority which I submitted. The basic idea of the planned structure was that, in the future, only one official would be appointed to the individual ministries of the Protectorate.
