This involvement is not only due to legislative measures of the Reichsrègierung, the individual Reichsminister or Supreme Reich authorities, but also to regulations of the Führer and the Council of Ministers for the Reich defence. In addition, the words "in agreement with the Imperial Protector in Bohemia and Moravia" have been inserted into the introduction formula in the case of orders relating exclusively to the Protectorate or containing special provisions important to the protectorate. Excluded from this were only decrees carried out by the Püh- rer, as well as decrees of the Council of Ministers for the Defense of the Reich. The preliminary exercise, which had already developed shortly after the establishment of the Protectorate, is described in your circular to the Supreme Reich Authorities.
