STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 2125, sig. 109-8/8
English Translation
1a - 2 - c) for use in the security area of fortification areas, d) for operation in occupied areas, e) for deployment in development areas (Warthegau, Gdansk-Westpreu- Ben, Alsace, Lorraine, Luxembourg, etc.), f) for operations in the Protectorate, g) for work in the General Government, h) for action in the district of Bialystok, i) for employment in the Reichskommissariaten Ostland and Ukraine. I ask you to ensure that the employment of police-controlled persons is carried out as far as possible at their permanent residence, but in no way outside the old territory. "Preventive crime control by the police" must in principle be refused in the above cases. In the same way, the transfer of residence must be countered by police. In particularly cases where a departure from this principle appears to be due to special reasons, the Reichskriminalpolizeiamt must be reported and the decision awaited. In such cases, police surveillance may be suspended only with the prior consent of the Reichskriminalpolizeiamt (Reichskriminallpolizeisamt) for the purpose of enabling the employment of workers or workers in such cases. As far as persons who are under scheduled police supervision are already with the organization Todt, have already entered employment positions in the above-mentioned territories or have already moved there, the Reichskriminalpolizeiamt - in any case separately - must be reported. The Reichscriminal police office decides what is to be done in individual cases. Requests from the employment offices concerning the employment of persons subject to police supervision and persons suspected of having serious criminal penalties or other concerns about their employment in the areas referred to above shall be answered in an expedited manner.
