Betr.: Connecting the manufacturers of electric lamps in the Protectorate to the Community Electric lamps. On occasion of the last meeting between Minister Dr. Bertsch and the undersigned, I had given information about the formation of a community of German filament lamp manufacturers and the tasks to be undertaken by that community. Whereas the preparation of a European market organization for electric lamps, which is to replace the regulation which became ineffective as a result of the war, by the Phoebus-Cartell; whereas, if the Community's work in this field is to be successful, it must be able to represent here with the whole of the filament lamp manufacturers of the Great German Empire; For this reason, negotiations with the manufacturers of filament lamps in the Protectorate were held by the Community as soon as they were established in order to achieve their voluntary accession. Although the impression was that the manufacturers of filament lamps in the Protectorate did not close themselves to the objectives of the Community, it was not possible to achieve voluntary accession, since some of the companies in the protectorate believed they had to promote the establishment of a special Community for the Protectorates. However, such an approach should certainly lead to the appointments of filament lamp manufacturers in other European territories, in particular in the General Government and in the occupied Dutch territories, but this would call into question the achievement of the Community's objectives.
