Sept.42/, the transitional status of the management of the Bohemian-Mährich Maschinenfabriken A.G. had led to the Czech Director General,Ing.J u l i š, who had been largely out of hand. This had all the greater impact when the company did not have a criminal organisation, which had been set up on a uniform management basis.The BMM's individual works appeared independently and had become accustomed to negotiating independently with the authorities without overlooking the whole company. Several tasks were carried out which did not match the existing capacity/air sector/and commitments which could not be complied with/lok construction/,it remained unclear whether the leading Czech persons lacked fitness or firm will to get the best performance out of their work in the interest of equipment.This made it difficult for the Wehrmacht authorities to see what capacity the works could provide for the equipment. This condition could only be switched off by a fundamental reorganization of the line. The Ing. Steinsdörfer, set up by the Minister for Economic Affairs and Labour after the events of the summer of 1942 as a supervisory body, endeavoured to eliminate the ambiguity of the situation, especially in order to monitor the enterprises and to strengthen the German element in the almost purely Czech workforce by attracting German personalities who appeared suitable for the control and improvement of work planning and rationalisation.
