33 -~2 a "preparatory committee" consisting of 12 members was established. On 15 October 1938 the National Movement of Working Youth - Narodni hnuti pracujici mládeže - ( NHFM) was founded. However, the preparatory work took so much time that it was only in February 1939 that the actual organization could be started. As an organ for the youth organization, a journal entitled "Jugendstimme" - "Hias mladych" - was to be published. The NHPM had not come out of the stage of development due to the prohibition for the activity of all parties, which was already issued at the beginning of the Pretektorate. When the "National Community" - Národni souručenstvi (NS) was approved for the political conclusion of the Czechs, the former leadership of the NHPM forbade its former members to enter, on the grounds that the senior officials of the NS did not provide any guarantee for the representation of their socialist demands. In fact, at a meeting at which the question of accession was raised, the preparatory committee previously set up decided to refuse entry into the NS, but to resume the ongoing work on the further development of the illegally continuing NHPM. A so-called four-headed head - Čtyrka - was granted and entrusted with the task of driving the illegal construction forward with all forces and means. In March 1939, a liquidation meeting was called outside, in which all 12 Gauleiter participated. The following secret order was issued: "The NHPM will only be liquidated and illegally carried on."
