However, the preparatory work took so much time that it was only in February 1939 that the actual organization could be started. As an organ for the youth organization, a journal entitled "Jugendstimme" - "Hias mladych" - was to be published. The NHPM had not come out of the stage of development due to the prohibition for the activity of all parties, which was already issued at the beginning of the Pretektorate. In fact, at a meeting at which the question of accession was raised, the preparatory committee previously set up decided to refuse entry into the NS, but to resume the ongoing work on the further development of the illegally continuing NHPM.
