FE In the accompanying letter of 28.9.l940 it is informed that this case is not known to me. Following a telephone communication from the Oberlandrats-Amte Melnik, the correspondence on this matter was sent to the Secretary of State for information. It had turned out that numerous German service stations, sometimes also groups of the Reichsguardor, instructed the Ober-Landrats to angle passenger cars. The Under-Secretary of State has ordered, in order to remedy this situation in the circular of 23 May 1940 Nbv. No. 0.1872/40, that the Oberlandrats are not bound by such certificates and that wishes and complaints are to be directed to the authorized person for local transport.
