From 1933 to 1935, the illegal structure of the former legal organization, which was only transferred below the surface of political life and secured by conspiratorial working methods (i.e. division into state administration, upper districts, districts, subdistricts, districts etc.) was in line with the illegal construction of the previous legal organization. This system facilitates state police access, because with the roll-up of a group, the neighbouring groups were mostly simultaneously captured. Since 1935 the KPD has therefore completely changed its organization. A large-scale decentralisation was carried out, as a result of which every illegal group in the Reich now works for itself and is only connected with the entire KPD-Ap- parat by means of an immediate international connection. Accordingly, the network of foreign committees and border posts in the neighbouring states was greatly expanded. This network is mainly based on the sister parties in the countries concerned and is therefore strongest in the states where Marxism and communism can develop unhindered (France, Belgium, Czechoslovakia, but also Switzerland, Holland and Denmark). The tactics of the illegal KPD are certainly the popular front guidelines of the Comintern. Dement- speaking extremely communist slogans are put back and instead spread generally anti-fascist slogans. Above all, it is planned to try to increase the ecclesiastical dissension against exploit.
