33 - 3. K.R.D. - Auslandsorganisation The Central Committee of the K.P.D (at the head of the so-called Polbüro) was immediately relocated abroad in 1933 and zuar zunäichst to Parie. Paris was therefore particularly favorable-because from there through the Saar region the best way of passing to the Reich was offered. With the departure of the Saar region, Paris no longer proved to be the exclusive seat of the Central Committee. Therefore, it was moved to Prague for a large part to the central European office of the Comintern. In addition, however, a number of Aualand's cities play a more important role for the K.P.D. So-called border lines were created as targets for the neighbouring Reichsgebiet; Copenhagen for the north, Amsterdam and Brussels for the northwest, Luxembourg and Metz for the west, Basel and Zurich for the south-west. These places establish the connections between the Central Committee and the higher illegal officials in the Reich. Here, the couriers run and from here illegal propaganda material is carried out. 4. K.P.D. - domestic organization The illegal organization of the K. P.D in the domestic territory leans on the former legal organization. It is divided into upper districts (e.g. of the size of un- serer upper sections) districts, subdistricts, urban areas, baw. groups of places, road and operational cells and tria groups, the lowest unit. Due to extensive police interventions, this apparatus is largely incomplete, but it is constantly being rebuilt. An illegal state administration has already been lifted twice in Berlin. In order to secure their organization, the K.P.D. uses the so-called conspiratorial system, which consists of organizing and working in such a way that a possible small part can be rolled up with police access. Basic law is: Everyone must know only as much about the organization as he must know for his own sake. The conspiration has an organizational effect in that from the bottom to the top, a stren- t d edd d re, if necessary, can be explained in more detail).
