English Translation

32 - 10 - Moravian Ostrava and Ylmütz have been assumed to be richly illegitimate, without taking into account the autonomy of the Protectorate. With these measures, which seem to me to be inconsistent with the fact that the gendarmerie, whose importance is far higher than that of an urban police official, is tolerated by the majority of the Rp senior officers being composed of legionaries and radjal sunned elements. Under these circumstances, it is quite understandable that such a large part of the German gendarmerie officials present in Moravia have registered themselves as taking over the German criminal police. To do service under legionary officers, whose hostile spirit can be felt everywhere, is a heavy and almost intolerable burden for people's German officials.
