To prove prescribed medals with the individual scapulations, so that their wearers gain the graces and indulgences of the scapules; without having previously received scapulae from cloth. --- But in order that the faithful, who are imprisoned either by the army or in the state, may be brought help and comfort to the best of their ability, they are told again by the enmity of the Pope and ordered the faithful to carry out what Benedict XV had purposefully decreed in the previous horrific war. The diocesan bishops and field bishops or upper catechisms, under whose jurisdiction there are prisoners, are to immediately appoint priests to take care of the prisoners, one or more, if necessary, who can give their language enough; if they have none within their area, they should lend them from other Ordinariats. 2. The priests chosen for this task should not leave behind what belongs to the benefit of the prisoners in soul, life and body, they should comfort them, deal with them, free them from many - and sometimes very difficult - hardships. 3. Above all, they are to investigate and determine whether the prisoners have taught their families by letters or in other ways. If they have not yet done so, they (the priests) should advise that they send at least open paper sheets (commonly called "postcards") immediately, in which they inform yours about their own progress. 4. But if the prisoners are prevented from such correspondence because of ignorance of writing or because of an illness or a wound or any other cause, the elected priests in their name and representation shall hand out
